In the UK a person can drive a car legally on a road at 17. There are two types of licence Provisional and Full. A provisional licence holder must be supervised by a qualified drive (2 years minimum experience & over 21), the vehicle must be fitted with "L" plates front & rear (this is a 7'' white plate with a red L). A driving test is required to obtain a full licence which allows the driver to driver alone.
California & Nevada: At 15 1/2 a person can get their provisional and practice driving with a licensed adult. They must log in a certain amount of hours and at 16 can then get their regular class C license.
In the state of Oregon you can apply for a permit at age 15, but a hardship license is possible at age 14.
In Maine You can get your permit at 15, license at 16. In Connecticut you can get a permit at 16 and a license at 16 1/2
In the U.S. you can legally drive at any age on private property not used by the public.
