What is a really long foreskin?

I've been told it's called an "overhang" because it hangs below the penis.

The size, thickness, length and elasticity of foreskin varies from man to man. The only thing that can effect the length of foreskin depends on the personal habits of the man. Like any skin on the body, foreskin can only be stretched and pulled on for so long before it begins to lose the ability to retract and 'shrink back' to normal.

Long foreskin is on the same level with long labia (pussy lips). Either you were born that way, or you have pulled and stretched the skin to the size it is now.
