Sort of.

The Treaty of Versailles was drawn up after WW1. It divided up territory, and placed a number of sanctions on Germany.

The Germans suffered under the Treaty. There was hyper inflation, poverty, unstable government. Check out the Weimar Republic.

It was this suffering which caused Hitler to rise to power, as he wanted to see Germany restored to its former glory.

From that, you had Germany invade Poland. Which was territory lost under the Treaty, and so on and so forth.
