What does it mean if someone says they care about you when they have another relationship?

well they don't care about you enough to get out of the other relationship even though they still do care about you. they are just saying it because .. well of course they wouldn't say ''oh i hate you and don't care about you'' unless they really do hate you. you could just be friends, without the person liking you more than that.
