There are international scam artists that send out notices of winning a lottery and needing your bank details or a processing fee to send you the money. The term "International Disbursement Payment Office" crops up in most of them.

IF IT SOUNDS TOO GOOD TO BE TRUE, IT IS TOO GOOD TO BE TRUE. They will take your money, loot your bank account, open credit card accounts in your name, and you will never see a penny of money from that "lottery".
