How do communities handle bullying?

here is what i think communities can do to stop bullying:

1) if you see someone gets bullied do not ignore but try to help (in case of a misunderstanding just apologize).

2) do not bully others yourself.

3) if you know someone who gets bullied try helping him using a talk and the like. *in case its a child or the like try to convince him to admit and talk about it with a teacher/parents.*

4) if you know someone who bully others talk to him so he will stop.

5) if you ever get to talk to a group of people on this topic try to message them the idea of bullying=not good and should be stopped.
