About the only "crazy" thing that Nero did in Rome was the building of his Golden House. Outside of Rome, he performed in plays on stage, took part in contests, and drove chariots. These things outraged the aristocrats but endeared Nero to the general public. By the way, the Golden House was only a crazy thing to the aristocrats; in reality it was a masterpiece of architectural innovation and engineering.
He also gave his favorite horse the position of consul. And while Rome was burning in 64 A.D., he was said to have played the fiddle while his city burned down.
