Who was the Governor of California in 1878?

William Irwin (born c. 1827 in Butler County, Ohio; died March 15, 1886 in San Francisco, California) succeeded Romualdo Pacheco as the thirteenth Governor of California, serving between December 9, 1875 and January 8, 1880, including the whole of 1878.
