Yes, but you have to get it tagged and licensed like any other vehicle. Which means it has to be street legal with turn signals, lights, mirrors and those sorts of devices. And to drive it on the street means you have to have a driver's license and perhaps a motorcycle license. Depends on where you live. If you live in Washington, NO. I know this from personal experiences. If you don't, go to your local DMV and pick up a driving booklet probably called "Rules of the road" or somthing like that. If you still can't find out, ask a cop or go to a highway patrol station and ask around.
The answer is yes you can but the pocket bike , crotch rocket , or pocket rocket must have working headlights tail lights and turning signals. otherwise these bikes are not suitable for the road.
