Why do you have to be sixteen to drive?

The main reason is mental maturity and critical thinking - by about age 16, individuals have generally developed sufficient mental capacity to be able to observe their environment and make appropriate decisions to keep everyone safe on the road while operating a motor vehicle. However, many states in the US are going to graduated drivers licenses, as an 18-year-old has increased mental maturity compared to a 16-year-old.
