A so called "smart phone" typically is a phone that also has the abilities of a general purpose computer, that is, a smart phone contains a powerful CPU chip that can run many different kinds of software, and often has a public means of adding new software. A mobile phone of the past typically has a specialized, limited CPU chip that can only run the basic phone related software it came with, and whatever tiny, contract made add ons the carrier allows. Smart phones have more capabilities, such as GPS navigation, loading full webpages, and good cameras.
