Is litter a synonym of debris?

No. Litter is when someone has trash and chooses not to properly dispose of it just to throw it on the ground. Debris is trash left over by something that destroyed it.

Ex. of debris: Since the tornado hit the town there is debris everywhere.

Ex. of litter: The police put up signs all over town saying, "Don't Litter".
