What does the number 13 mean in tarot card?

The number 13 is not necessarily so much in Tarot as it is in Numerology. However, the 13th card in a deck of Tarot is the Death card, which has little to do with actual death. It refers to a major change in one's life for the betterment of all (i.e. moving across country, going into a completely different career, etc.).
