The US gave over $12 Billion to rebuild Western Europe after WWII. Austria, Belgium, Denmark, France, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Sweden, Switzerland, Turkey, the United Kingdom, and western Germany were eligible. In general, the countries that aligned with the Axis powers, including Spain, were not invited.
