What does it mean if some one calls another person flaky?

if you call someone flaky it means that they are sort of all over the place they dont know what they are going to do next they are slow and unorganized. flaky has three meanings that and that they are super and sassy.that they are incrediable how ever dont call people that they may get mixed up with the meanings.the last meaning is they are shaggy looking.(un ironed cloths,dirty cloths.messy hair,dirty face,dirty hands,yellow or brown teeth.) flaky is not the best thing to call people.
