Who is at fault if a rock hits you're window shield?

It depends if anybody throw at your windshield or something else to it or if it fell or something like that. At my school a kid through a rock at a teachers car he got in big trouble and it hit the windshield and it made a huge hole in it and when the rock was in the car.
