I've always found baby painted turtles in really muddy, scummy ponds with thick vegetaion. You get a net with dime size holes. Walk very quietly around the edge of the pond and you may see one with it's head sticking out. Usually you'll see it just as it goes under to hide and you have to use your net. I always had luck just scooping up net fulls of pond gook from the water right at the edge, no more than 3 feet in. Empty out the stuff and carefully look through the mudd . With any luck you'll find some baby turtles, fish , frogs, tadpoles and a smelly net
