In spyro enter the dragonfly how do you get thunder breath?

In Spyro enter the dragonfly the ice breath rune is the last rune you get to. It is found on Cloud 9. (to get to Cloud 9 you need to collect enough dragonflies to activate the swirly behind the sleepy bear at the entry level)
