Individually, besides trying to get a job, you can campaign for local businesses, schools (to teach more subjects to prepare a student for work when he graduates), and politicians to ease the way for entrepreneurs and other businesses to start new ones and expand existing ones. On the state and federal levels, contact your law makers and implore them to make the business environment more inviting and profitable (i.e. give incentives like tax breaks, subsidize new hires that they keep for at least 6 months or a year, etc.).
