Who are the population police?

The Population Police are a fictional organisation in the Shadow Children Series of books. They were formed after terrible droughts struck all the parts of the world that grew the most food, and the "Democratic" US government was overthrown by the forces of General Terus. At first, they considered letting the "undesireables" of society (blind, deaf, autistic) starve, but People with actual souls said that would be inhuman. So they instituted the population law 3309, limiting each family to only two children and sterilizing women after their second child and requireing abortion of any other babies. They also created the Population Police, who's job is to hunt down third children, execute them and punish the families. Punishments for being a third child in hiding is death, the punishment for being a third child with false documents is death by torture. The punishment for harboring a shadow child is "a fine of $5,000,000 or execution depending on the mood of the judge". In the fifth book, Among the Brave, The Population Police Oust the Terus government and establish a Stalinist, Military Dictatorship. Population Police then work with Oscar (Among the Barons) to turn people against third children foreever, but they are stopped by Luke, and a true democratic system is restored once more.
