You have a PW80 for your son it has a spark and is getting fuel but refuses to start It doesn't even sound like its ready to fire up Could it be the spark is not strong enough?

Could be getting too much fuel and flooding. Try turning your idle screw in all the way and turning it back out 1 and a half turns. If it is still flooding you will have to take off the carburetor and blow out the jets (remove the float bowl and blow out all the jets in the bottom of the carb).

You've also made no mention of compression. Check the engine compression and make sure it's up to specifications.
