For wider hips you need to workout. No way around it unless you have a baby, depending on your body type you may or may not gain hips.
Larger buttocks are tricky, because it depends on genetics. If you drink lots of milk along with your glute workout, they will sit higher, giving it a fatter look. Many have been talking about phytoestrogen or bio-identical estrogen as a way to get thicker, not really sure which would be for you, but check it it and do some research on both.
