The red light flashing is a warning that a train is due to pass through the railroad crossing, and a vehicle driver 'must' stop and not attempt to cross. Any sensible driver would indeed stop and wait for the train to pass and the red light go off, before going forward to cross the railway crossing (safely).There are many videos on the internet showing idiots either just avoiding being killed, or actually being killed as the train passes through the crossing at high speed.
