Stalin had most all writings censored and suppressed to ensure that nothing that he considered counter-revolutionary would be disseminated among the people. Stalin also created committees that would oversee various types of media including novels, plays, movies and music. The government controlled all printing presses so nothing could be printed unless first approved by his committees.
