Part of safety means teaching the children to be aware of possible danger without being too scared to live full lives. So parents can teach children what to watch for, what to do in case of dangers of various kinds. It empowers the children when they know they can act in their own interest. The most important part of a safe and secure environment is to provide an atmosphere of unconditional love and trust between parents and children. Parents and children must have two-way communication that can broach any subject. Children must be able to tell their parents anything. Building trust is a life-long process, and it is hard to do.
