Is it legal for children to ride motorbikes?

it is legal for your kid to ride a motorbike if say you bought one saying for 10+ kids motorbike kind of thing.. and if your neighbour yells again just tell her to go for it and even if the police do come round just show them the bike and you can tell if it is a kida bike because its way smaller !
