When an object rolls the center of gravity (or of geometry - or both depending on the shape of the object) translates (moves) along a path and there is a point of contact with a surface on the perimeter of the object, rotation (angular change) does occur too.

During rotation the center of gravity could be motionless and there is probably no point of contact with any surface; the movement is purely angular.
