A light pen is a peripheral input device, used for inputting analog information in a digital format.

The "analog" information may be a plan or drawing which needs to be digitized so that it can be manipulated in a computer program.

An architect for example may use a pen to copy a set of drawing into he computer so that they can be manipulated in a CAD program.
