What does it mean to be considered armed and dangerous?

A person who is armed and dangerous is carrying a weapon and is prepared to use that weapon to harm people, for reasons of his or her own interest, as compared to someone like a police officer, who may also be carrying a weapon, but would only use it when necessary to enforce the law.
