What does a red traffic light mean?

It means you're supposed to stop at that intersection and remain stopped while that signal remains red.
It means that you are to come to a complete stop at that intersection, and proceed either when that signal changes to green, or, in the case of making a right turn, when the coast is clear and it is safe to proceed (provided right turns on red are permitted at that intersection).
