What do democrats believe on social welfare?

Most if not all Democrats see the welfare system as a necessary evil. We know the traditional economic dogma requires five percent unemployment, so people opening businesses will be able to have people to hire, and we figure that if one person out of every 20 needs to be out of work to keep the economy from self-immolating, we are responsible for feeding them.
