How to increase literacy rate in world?

Teachers would be needed in vernacular ...and lots of them . A challenge to increase literacy around the world is that a western/eastern teacher might not speak the local language thus making it almost impossible to teach children to read and write .

Another option would be sending teachers from the same country however a foreign organization cant really do that ...that is a matter that concerns their government.
