What does the following mean It is better to be the head of a chicken than the tail of an ox?

There are three possible answers The first is that chicken's heads don't get eaten, but oxtails do. The second is that it is better to look forward than to look behind. The third is that it is better to not be eaten, than to be eaten, unless you're in bed!

p.s. This is the first fortune I've ever run across that does not make sense when you add, "in bed".

I wouldn't be surprised it the meaning is the same as : It's better to be a big fish in a small pond, than a small fish in a big pond. - but I'm just guessing here
