Start by removing the lower cowl shield from the steering column.

(this is done by turning the steering wheel about 45 degrees left and right and removing the exposed screws)

Then turn the key to the "acc" position

Look under the cylinder mount and locate the small hole

When the key is in that position you can use a short(3" or so) piece of coat hanger to push in the detent through that hole, while doing so grasp the key and slide out the whole cylinder, key and all.
