IRS tax refunds can only be directly seized for court ordered child support and/or tax arrearages.

However, once the monies have been placed in a bank account held by the debtor they are subject to levy by any/all judgment creditors. The exception might be, if the account is held via TBE rights by a married couple and only one spouse is the named debtor.
