Why does Google Maps not have Street View in China?

Back in early 2010 google announced that it had been the victim of a cyber attack originated from China that resulted in compromised Gmail accounts and stolen intellectual property. google had threatened to leave the Chinese market, but later that year China renewed it's google License and Street View Rolls Again.

Because of this interruption there is very little Street View imagery for China except for Beijing, Hong Kong, and possibly few other major cities. Currently, Street view maps in China are leased from a provider named Mapabc, which is located in Beijing.
