Pericles was not the leader of the emerging democracy in Athens in 462 BCE - this was Ephialtes. His deputy Pericles took over after Ephialtes' assassination in 460 BCE.
It is more likely that Pericles introduced jury pay in his citizenship law in 451 BCE.
Whatever the date of jury trials, Cimon was exiled in 461 BCE - his opponent then being Ephialtes. We have no evidence that Cimon was exiled by a jury trial. If this was so, it would have been Ephialtes who organised it, not Pericles.
