For a sitting Judge, The Hon.George & Mrs Anderson. If the Dr. is the guest of honor, then you may put :

The Hon. George Anderson

Dr Jeanne Anderson

Santa Barbara, CA 94101

If Dr, Anderson is particulatily touchy about her social status, AND she is the guest of honor, you may put her name first.
