'hno3' means nothing in chemistry.
The correct formula is ' HNO3' . Note the use of capital letters. This is the international IUPAC standard for single letter elemental symbols.
HNO3 is NITRIC Acid!!!! It is NOT a BASE. As the name suggests it is an ACID.
Bases are the oxides of Groups (I) & (II) metals.
