Can a 18 year old can be charged with carnal knowledge of juvenile because of having a relationship with a 16 year old but no sex is involved at all?

No because the 16 year besides being beyond the age of consent has had no sex. The meaning of the term carnal knowledge means there has to have been a sexual relationship.
