Where to find secret power in sapphire?

On route 111, north of the desert area and east of the fiery path, there's a guy standing in front of a tree. Talk to him and he'll give you secret power. You get more of these TMs afterwards by going to Slateport and talking to one of the guys in the market area (NOT the pokemart), I mean the bit just north of the beach.
