How do you teach a Pokemon to cut?

you need the HM 01 cut, which location varies depending on withc version you have.then you must beat a certain gym, also depending on witch vrsion you have.open up ur bag and find hm cut then u can teach it

But how can i open the bag on PC (i play it on playR)
