Franklin D. Roosevelt, by his authority as President of the United States and Commander-in-Chief, authorized and directed the Secretary of War to take any action he deems necessary to enforce Executive Order 9066. FDR signed and issued the presidential executive order during World War II as a response to the Japanese attack on Pearl Harbor and the Niihau Incident (both occurred on December 7,1941).
