Why can't a warrior cat game be made the way club penguin was made?

It technically could be done, but who would invest that much time, energy, and money? Some users think that there should be a Warriors video game where you can play as all the Warriors characters, but if this is going to happen it is not confirmed, and is highly unlikely.
