It's probably flooded, meaning that there is too much fuel in the cylinder and it won't start until the fuel level drops a little. It can be carburetor problems or it could just be the way the engine was engineered. If there is a fuel shut-off valve, turn it off just before you shut off the engine, maybe 30 seconds or so. That should stop any flooding problem. Then turn the fuel back on just before you try to start it. Of course, this explanation only works for carburated engines but then I haven't heard of many injected scooters.
