Answer 1
No, Muslims are not allowed to date period. The men, however, may marry a Christian, Jew, or Sabian provided she is religious and a virgin.
Answer 2
Answer 1 is correct; however, it is not all inclusive. Another large factor on Muslim's dating out of religion is country of residence and how conservative the faith of the family is. If the Muslim person wishes to date outside of their religion, sex aside, and the family is very conservative, especially the male figure of the household (Islam, being very patriarchal in nature), they will most likely not allow this and through pressure, threat of rejection, disowning, and sometimes even violence. Correct, a male may do this, but if the family is conservative, this may even be a far-shot. Even though it is not allowed, a female may still date and outside of the religion, if she and the family do not care if it violates their religion.
Lastly, the country of residence has a lot to do with this as well. Say, if one lives in Canada, which does not have Sharia law, and is more government by the Canadian Charter of Rights and Freedoms, a Muslim man or woman may date whoever they want, of whatever sex they want, because the government allows this. If the person is above 18 years of age, then is considered an adult in Canada, and the family, no matter how conservative their faith is, cannot legally control the decisions of this person. In fact, it would be illegal in Canada (against Charter of Rights and Freedoms) to not let someone date whoever they want (as long as they are of age). So, finally, religious rules aside, I would also review the legal rules of the country that the situation takes place in as well.
