Yes they may! And in some cases they may have jurisdiction in other countries ( with permission. ) to make an arrest. Although usually the State's patrol of the arrestee will make the arrest. The CIA will supervise the case while the person is prosecuted on either a State or Federal level. Usually it's also on a Federal level which where the United States Marshall's Service will step in and do the arrest and detain them. CIA may also do the interrogation. If it includes terrorists in foreign countries one of the military police services in one of our five military branches our country will make the arrest, and the CIA will supervise. Understand the CIA is more of an investigative branch, they do in depth studies of cases for the military and supply the intelligence for them. Along with other branches of the United States Government if needed.
