Non-coring needles are used to puncture through silicone or rubber while not removing any of the material in the process.
For example if a regular needle was used to access a port it would damage the port septum (think pushing a straw through a potato) and cause the port to leak.
A catheter connects the port to a vein. The septum is made of a special self-sealing silicone rubber; it can be punctured hundreds of times before it weakens significantly. It is used to administer treatment or to withdraw blood.
