Is the roundabout in west bromwich haunted?

The A41/M5 Junction 1 roundabout seems to have enough stories related to it to spook anyone out. It seems that in the past the building that can be seen when looking from the Birmingham side was meant to be torn down however for some reason this has not happened.

There are plenty of instances of hitchhikers asking travellers for lifts to the vicinity of this location and then once out of the vehicle they vanish.

Does anyone know what this building is? It just seems to be a arch.
