Why do mountian goats have hooves with a soft spongy inner pad surrounded by a hard outer rim?

Their hooves are the main mechanism that enables them to climb rocks, this is due to the soft inner of the hoof, this grips on the rock like that of a shoe for humans. The hard outer rim protects the hoof from damages that rocks may cause.
